US troops in the European and in the Pacific front

Was there any special criteria to decide which US troops would be sent to the European and which US troops would be sent to the Pacific front in the WW2?
Or was this choice random?

IIRC, random, unless you were Japanese, then you went to Europe.

Well, and the Marines/Navy took the lead in a lot of Pac theater, it was all Army all the time Europe.  So if you were in the Army you were more likely to go to Europe and opposite for the Navy.

Largely happenstance, tho of the army units active at the time of Pearl Harbor, the ones further west were more likely to serve in the Pacific Theater of Operations. Marine units all served in the PTO.
