Governor, I am deeply disturbed by your veto of this legislation.

I see no good reason why the will of the Assembly should be overturned in this case, thus  permitting casinos to further exploit the citizens of the Northeast through the unbridled use of drinks and drugs, and therefore taking more hard earned money away from Northeast citizens through this unscrupulous behavior on the part of the casinos.

I think the text of this bill went too far. That is why I vetoed it. I would be happy to find a more practical way to reduce the harm caused by gambling addiction but I was not convinced this bill could accomplish that. Don't forget, gambling is one of those issues I am pretty neutral on. I am not a gambler and don't know many gamblers.

However, the casinos are not thieves. Hopefully with how much this region spends on education we can produce residents smart enough to have an iota of self-control.

Governor, please be sure to act on the Northeast Gambling Benefits Act II, as amended, which has passed the Assemby, before you leave office.

This should become law.  It has passed by a vote of 3 for to 1 against.

The Governor will be waiting to reach a decision for this bill.

I agree with the Speaker about our fiscal situation. I would prefer not to divert these funds away. I understand Representatives concerns about the social cost of gambling though I have not formed a very strong opinion either way. If I sign this bill, it will be conditional on a future amendment creating a new tax to fund these programs instead of moving around funds already dedicated to other programs and needs.

So, let us have fun during this lame duck session. Convince me.

A 75% favorable vote in the people's elected Assembly should be upheld by the Governor.

Just because one voter failed to get his way is no reason for the Governor not to sign this bill into law.

This is no way to end this session, with the Speaker telling the Governor to veto this bill or he will throw a hissy fit.

Governor, I urge you to accept the will of 75% of the people's elected Assembly and sign this bill into law.

Three of four Representatives in the Assembly saw enough merit in this bill to support it.

What you are saying when you will do all that you can to have the other Representatives withdraw their support for this bill is that they did not understand, or they did otherwise not know what they were doing when they supported this bill in the first place.

Having said that, however, I am certainly willing to work with yourself, as Governor, and with the other Representatives in working on this bill so that it does not take funding from other programs but is still funded by casinos and maintains the intent of the original bill.

I am sure the members who supported this bill had their own good reasons to support it.  

They do not need you explaining to them that they were misguided, to use your word.

And I have no idea how you interpret anything I have said as personally attacking you.  That is just ridiculous.

This bill is imperfect but well intentioned. However, as I have been assured by Representative Winfield that he will work with incoming Governor Nix to assuage our mutual concerns, as my last act as Northeast Governor, I sign;

I hate to imagine what the Northeast would be like if every well-intentioned bill (i.e. practically every bill) were signed into law for merely being well-intentioned. You can be sure that this bill will be reconsidered next session. I'm open to convincing, but unless we can demonstrate that the revenues that this law funnels away from everything else are being spent effectively, this law should be repealed.

Winfield said he is going to introduce an amendment that instead brings new revenues.

Nix, your rhetoric is insulting and melodramatic, to be polite.

I have given my word to Govenor Napoleon that I am willing to re-work this bill, as long as the intent of the bill is met, and since I believe in keeping my word, I will keep this pledge.

I cannot understand for the life of me why anyone would be opposed to the intent of the bill.

Nix, keep in mind, this is a game, a simulation.  Bills need not be overly detailed.  This bill is perfectly clear in what its' purpose is. 

If you wish to detail treatment programs and education programs, to improve the details of the bill, feel free to do so.  For me, the language is adequate already.

As I have pledged to Governor Napoleon, this bill will not affect existing programs, but will institute a new tax on casinos to fund these programs instead of moving around funds already dedicated to other programs and needs.

So let's look beyond the past, and look at ways this bill can be improved, with an amendment, while keeping the intent of the bill intact.
