Actually, the most redheaded people, at least according to Victorian ethnographers, are some randomass ethnic group in the Volgas.
Red hair can pretty much happen to anybody.  Hell, I've seen a few Italian (no Irish descent neither) women with red hair and my damn it looks hot.
