The NPT agrees as well - it's just said treaty prohibits non-nuclear members from acquiring nukes.

I wouldn't give too much on the Non-Aligned Movement's opinion. First, it's a fairly insignificant organization, given that the majority of its members are located in... Africa.

Second, the Non-Aligned Movement still had a meaning when they were two power blocs in the world. Since the end of the Cold war there's only one bloc left and hence the meaning of the word "non-aligned" started to shift from "neutral" to "anti-Western". You know who's currently the only NAM member in Europe? Belarus.

the post-Soviet Cuba definitely plays both sides.  for a while now there was been Western capital investment in tourism, for example, and this will only increase.

Except that Cuba was also a member during the Cold War. In fact, it even hosted the 1979 Conference, and Fidel Castro was president from 1979 to 1983.

Who the fucck cares? If the US or Russia feels like invading Iran (and for several other countries, notably Israel, bombing it), nobody will do anything about it. International consensus only matters when you are willing to shoot whoever breaks it.
