The Assembly will now consider the legislation introduced by the Representative from MA.  Debate will last 72 hours.

Amendment to new SOPA

The sections under "Legislative Slot 2" and "Legislative Slot 3" shall be deleted and replaced with the following:

Legislative Slot 2: Any legislation proposed by an Assemblyman or the Governor shall be placed in this slot, in the order that it is proposed.

Thank you, Speaker.

As has already been discussed at length, I believe that this amendment is crucial to protecting legislative independence and a proper separation of powers in the Northeast, and I strongly encourage the Assembly to preserve its own privileges and constitutional role, as well as the power of the individual Assemblyman or woman to have their voices heard.

Or something to that extent, if the text needs to be clarified Tongue

Killing a slot is a bad idea.

What about this text?

Or, I have a good idea: what if we at least try out the SOAP that has been passed before amending it? Smiley

I support this amendment, but replace Assemblyman with Representative.

We will now vote on the following amendment.  This vote will last 24 hours, or until all members have voted.

Why on earth would this be unfriendly?  Representative is generic.  Assemblyman is masculine.  Besides, to my understanding, the title for members of the Northeast Assembly is Representative.  I do not understand the problem you have with this.

I was referring to Cincinnatus's amendment, which I oppose on the grounds that it is simply obstructionism against more prolific and active representatives.  There already are two legislative slots under this, you know.

Yes, but one is reserved for The People.  Under this, I could just introduce twenty bills and have free reign.  This is just as bad as having the Speaker pick and choose.

Requesting and granting a 48 hour extension.

I won't vote for any final bill that allows any Representative the ability to indefinitely monopolize the Assembly's time.

The Speaker does not have the authority to extend the voting period.

I assure you, I most certainly do.  This is nothing new, we've followed this practice for a while now.

The irony in this post is palpable.

(Oh, and there's yet another flaw in this legislation if there's no limit to how long the speaker can make a voting period).

Perhaps.  You see though, I'm more concerned about certain Representatives introducing twenty-thirty bills so that a tax proposal, for example, won't reach the floor.  Not that any of us would do that..

I was completely willing to work on a compromise, but it seems you're incapable of such, or, you at least don't desire to do so.  This amendment isn't intended to prevent more active Rep's from being heard at all.  I just don't fell that you, or anyone else, including myself, should have a laundry list of legislation all considered before another Rep can be heard.

This is a compromise.  You have two legislative slots so twice as many bills would have to be introduced to indefinitely delay one, and in one of those slots legislation introduced by petition has priority, so indefinitely delaying couldn't possibly work anyway, as long as there is even one other supporter in the entire region for what's being delayed.  Like I said, this proposal merely punishes representatives for being more active.

The only person who's trying to indefinitely delay legislation right now is ... you.

Voting time has expired.  With 1 Aye, and 3 Nays, the amendment fails.  Debate continues.
