He ran out of luck. D'Amato was vulnerable to defeat due to series of scandals, his role as Chairman of the US Senate Banking Committee which oversaw Whitewater. He got unlucky in 1998 when he faced a formidable challenger in Schumer.

the interesting thing about New York is that the ideas of conservative, moderate and liberal are out of proportion with the rest of the country. D'Amato was seen as a conservative republican (his lifetime ACU rating was in the high 50s low 60s) but only in comparison to his predecessor, Jacob Javits, who had a lifetime ACU rating of four.
