Agreed, 13.7% sounds really low. Although maybe that's my personal perspective kicking in (Washington state loves its pot!)

The source is this Wikipedia article:
http://en.wikipedia.org/wiki/Annual_cannabis_use_by_country
Supposedly their source is some UN report on drugs. Interesting figures there. Supposedly the most pot-loving first world country is a tie between New Zealand, Andorra and Italy, though the US isn't too far behind with Canada not too far behind it. Usage in the Netherlands is less than half that of the US or Canada. And Jamaica is lower than the US and Canada as well.
I have to wonder why Andorra loves weed so much more than France or Spain, lol. Then again there isn't much else to do in Andorra...

Why are you assuming Hispanics smoke weed at a higher clip? Younger population?

That is the conventional wisdom, but it appears to be wrong.

White males have higher marijuana use than black or Hispanic males. Similarly, white females have higher levels of use than black or Hispanic females.
It's possible blacks and hispanics are slightly more likely to lie on such a thing (because of distrust of "the man" or something), but I doubt it.

Quote from: Martha Gellhorn for The Atlantic 1961
The unique misfortune of the Palestinian refugees is that they are a weapon in what seems to be a permanent war...today, in the Middle East, you get a repeated sinking sensation about the Palestinian refugees: they are only a beginning, not an end. Their function is to hang around and be constantly useful as a goad. The ultimate aim is not such humane small potatoes as repatriating refugees.

The results don't surprise me a whole lot. Minorities aren't really big on cannabis culture; mostly weed users are college students from monied families, often times in fraternities and such. Blacks use blunts if they smoke pot at all.
