Why are 'perp' and 'victim' in quotes?

1) Because they are quoting the media.

2) Because we simply don't know.

I think it's pretty obvious that the victim would be the one who was murdered.

Don't be so sure. Martin could still be alive. I wouldn't trust the media reports about his death at all. He could be chillin' with Tupac and Elvis in Ecuador or something as we speak.
