The linked article says that not all Santorum supporters are on board with this effort to "mal-apportion" the WA delegates. Don't count your chickens before they hatch.

Nothing's being malapportioned. The straw poll is a non-binding, quasi-democratic event and giving it much legitimacy is pretty silly.
