No.  He's said before he's not interested in doing it.  Choosing not to endorse the nominee doesn't mean he's thinking about running as an independent.

He wouldn't be able to run as an independent in IL in 2012 after being on the GOP ballot in the same cycle.

He's not going to run as an Independent. He's going to endorse Gary Johnson.

He won't run as an indie or endorse Johnson. He knows it would hurt his son if he did. They have to remain Republicans if they want to get anywhere.

He already endorsed 3rd party instead of McCain and two years later his son demolished his establishment-favored rival in the GOP primary 2 years later.
