Allegedly to draw attention to the issue of female genital mutilation.  She cut off the cake's clitoris and stuck it in the cake's mouth...?

The cake is black on the outside and red on the inside, representing blood.  What's more, the cake is designed to scream as you cut it.

Seriously though, I'd be involved in something like that.  Nobody seriously thinks any of these people would actually carve up a black person do they?  I didn't watch the video more than a few seconds because it was boring, but did they have no real black people there?  That would have helped.  Attention does need to be brought to the female genital mutilation issue, but this won't do a great job of it because of all the "offended" people out there calling for this chicks head.

I think the most bizarre aspect of the cake video is that it associates female genital mutilation with (implied) cannibalism.

What? Read the background story. The minister or her staff didn't make the cake, she was invited to an art exubition by a black artist where the cake was one of the art pieces. Of course it's bizarre, but that's art unfortunatley. If you're the Minister of Culture you have to attend these sort of freak shows, it's part of the job.

What is truly outragous is tax-payer money funding this crap.

Well not personally, more likley some staff members on the Department of Culture. (Which might very well be the least useful department out there since the Department of Integration and Gender Equality was scrapped.)
