I agree that culture is what defines nations, and we can maintain this, in part, by helping schools maintain the jobs of everyday art teachers who build the path for future painters, musicians, sculptors, designers, and every other fellow artist to take but always see their jobs cut first when schools are deep in debt. I would consider supporting or introducing an amendment that directs the funds to schools that can no longer keep their art teachers because of budget problems, but I would like input from the original sponsor and the President on this idea before I do so. I also believe that a clear and precise plan is essential.

Yes, I would support such a bill as well. Just throwing money at arts doesn't strike favor with me though.

Doesn't Atlasia already have a National Endowment for the Arts? Or at least its equivalent?

In it's current form, no. Far too long I think the Senate has just thrown money at regions, with little structure to it. Also, I feel that often when we just give regions money to spend, the regions never actually pass a bill determining how to spend it.
I'd oppose this bill as a whole, though, regardless. Now is the time to be cutting back, not spending more.
Also, Scott/Frodo - The National Endowment for the Arts was repealed way back when, but then it was restored back in 2007. I don't think there was ever an actual act describing it's purpose, though.

Quote
Atlasian Arts Advocation Act of 2012
1. The Federal Government hereby allocates $150 million to each region to be used specifically for the retaining of art instructors in schools which can no longer afford to keep them.
2. "Arts" programs shall be defined as any music, drawing, writing, sculpting, painting or any similar program.
3. Each region must pass a law allotting which schools and communities shall receive funds and the amount in order to receive the allotted federal funds. Any region that does not desire to spend all of their money must ask the Federal Government before they use it elsewhere.
4. The adjourned Senate hereby designates March as National Atlasian Arts Month every year, in which art, as defined in section 2, shall be celebrated publicly.
I am prepared to offer this amendment, provided that Jake and Polnut share some input.

Isn't $150m per region a lot for just those teachers?
I need to read over this, I may suggest an amendment shortly.

How about split the $150 Million between the regions proportionally based on population.

If I don't have a volunteer to be sponsor in the next 24 hours I am trashing this on the grounds that it was introduced illegally.
Yes I can do that,
I think. Just someone volunteer so we don't have to find out.

Senators have 72 hours to object to Senator Scott's assumption of Sponsorship.
I hope you aren't at your limit of three yet.
The other two sponsorless bills better see someone else step forward. You can't let the Senator from the NE do all the work/hog all the fun (depending on your perspective).

I doubt any one has any objection...
Can I move to bypass the 72 hours or simply reduce it? I don't think we need three damn days for this...we'll be clogged worse then Christie's toilet after he returns from a Mexican joint

There is no way to waive this particular 72 hours. For both withdrawals and assumptions of sponsorship, 72 hours must be given to object, and I didn't include it in the UC provision because I was concerned about passage as it was last year.
Way back in the day, I was giving only 24 hours and Bacon "I have patented violation of the OSPR" King said I couldn't do that.
We can continue to debate amendments and even vote on amendments while that 72 hours is winding down, that is legal.

I like the purpose of this bill, but I'd argue that population must be taken into account. At the same time, I would also argue that the current amount isn't even enough for small regions. Until the entire budget comes out, I would prefer to hold off on this legislation, and return to it when we can pull funding from other areas to increase the heft of this bill.

I'm surprised this didn't come to a vote yet.
