Parliamentary democracy, with a President elected by the parliament, having symbolic and (limited) veto powers.

Unicameral parliament if the country is relatively uniform, bicameral if there are really strong regional identities (but with limited powers for the upper house). Full, national and open-list proportional representation for the election of MPs, with a low threshold (2%). If the political scene is really too fragmented, small majority bonus to the winning party/coalition (10% of seats should work fine).

A head of government elected by the main/only hous of parliament, then he appoints ministers without a need for another parliament vote. No-confidence motion must be constructive. The government can present bills for the parliament to vote, but cannot interfere in the voting with tools such as the French 49-3 or things like that.

The judicial is fully independent from the executive, with any important nomination made either by magistrates themselves, or by the President but with the need for a 2/3rds approval by the parliament. A Charter of Rights (comprising social rights such as the right to health, housing, etc) in the constitution clearly defines the principles any law should respect.

Why? The USSR never had an age of consent and Bolivia still doesn't.
But USSR had death penalty for pedophiles - it balances lack of consent age.

Me too. But its impossibl to do IRL. Even the remotest coral reefs, rocky knolls and sandy islets in the Pacific and Indian Oceans are taken by some country. France and the US especially owns a remarkable collection of far away microscopic islands - far more than you would expect.

Singapore without the drug laws or media censorship. Structured on corporate lines of course, with me as a shareholder getting dividends. I'd hire competent people to do the actual running of it. Hell, I'd even get people from the UAE, Japan, Hong Kong, singapore, Lichtenstein and Monaco as consultants to help structure things.

A mixed-market economy with strong regulations on workplace relations and health and safety. A progressive taxation system with public education and healthcare.

a 5 member Supreme Court, appointed by the Monarch (with Prime Ministerial advice) after nominations from the national law society.
