What's a capias?

I vaguely remember having a warrant for arrest back in the 1980s when I was a mere lad, for an unpaid speeding ticket.  I remember being informed by mail of this just as I was departing on a road trip to Florida, and, again if I remember rightly, I went anyway, though trepidatious. 

In fact I was pulled over for speeding again in Georgia and nothing happened - in fact I think he didn't even give me a ticket, but I could be wrong.  So either there wasn't in fact an actual warrant issued, or it didn't show up in a different state.  I remember that I did have to go to downtown St. Louis and pay the ticket when I returned from the holiday.

that may have been a capias.

a capias is a 'civil arrest warrant'   if you default on a civil judgment, the plaintiff can apply for a capias to have you hauled in to a judge to explain why you havent paid.

No, I am generally pretty law abiding and the few times Ive broken the law (weed, traffic, gambling, shoplifting as a teenager) Ive gotten away with it.

Oh I see..  I'm not sure about it - it is after all a 'crime' of sorts to speed.  But yes, its apparently no big deal.  I used to get a lot of tickets, from age 16-25 for speeding.  Then from about 25-33 it seemed to me like I actually got stopped more, for just plain old bad driving (I was always a kind of vague, wandering sort of driving - just didn't take it too seriously.. driving a really big car will tend to encourage this), but I rarely got ticketed for it, just warned.

No, but the police stopped me about 10 times so far in the last 7 years since I had my driving license for routine traffic stops, out of which I had to take about 5 alcohol tests. None positive though.

I think I had 3 speeding tickets in the past 7 years.

No. Broken the law before for drug and piracy reasons before and a couple of times for shoplifting when I was young.

I've done plenty of things I could have been arrested for, but wasn't. A cop once yelled at me for blasting my music too loud at 1 in the morning when I was out with friends, but that's it.
