If the appointee chooses to run in the ensuing Assembly election for a full term in the Assembly, then so be it. That's democracy. There is no way we should be dictating to that person that they cannot run for a full term. To me, that goes against the meaning of democracy.
I also do agree here, against my first proposal.

I believe he means the status quo of this bill, which I would sign if passed. I don't see a need to table.

Request granted, Mr. Speaker. The assembly will now vote on the legislation. The vote will last 24 hours.

Vacancy Mitigation Act of 2012
1. When a vacancy occurs in the Northeast Assembly, the Governor shall have the power to appoint an Interim Representative.
2. Interim Representatives have the same powers as elected Representatives.
3. Interim Representatives serve until a special election to fill the vacancy is held and a new elected Representative is sworn in.
4. The Assembly may expel an Interim Representative by a majority vote of elected Representatives.

You responded to a line of conversation that had been going on in this topic with your vote, yet when it came to actually making the vote you didn't know what you were voting on? EDIT: You also had already voted on the other bill under consideration when you cast your vote. I hate to cast aspersions, but this seems odd, especially as you deleted your post without explanation.
Anyway, please vote (or indicate that you are abstaining) so that this body can move on and consider other legislation.
