Is there any system where the head of government, who is not the head of state, is directly elected? The only system I can think of is Iran.

Germany comes to mind; I believe the Taoiseach is also directly elected in Ireland. Sweden does that, too, as I recall.

I'm not sure if this new tendency to appeal to the apparent inherent evil of Xahar in all things even remotely related to forum policing or this damn game is especially helpful.
