Northeast Budget Procedure Act

Section One: Revenues
1. Each budget presented shall demonstrate sources of revenue in total dollars.
Federal funding-

Sales taxation-

Business taxation-

Section Two: Expenditures
1. Each budget presented shall demonstrate public expenditures in total dollars.
Law Enforcement/Military-
Education-
Health care-
Infrastructure (including transportation and utilities)-
Environment-
Administration-
Local governments (states, counties, municipalities)-
Miscellaneous (including other investments)-
2. Any spending bills must be tagged with their budget category. Duration of expenditure (one-time, short-term (in years), long-term (in effect until repealed via statute), etc.) shall be noted in the law.

Section Three: Responsibilites
1. The Governor is responsible for presenting a budget to the Assembly in accordance with the Constitution.
2. The Assembly shall hold an approval vote on the budget in the Northeast Assembly Thread to pass with a simple majority vote.
3. The Game Moderator and Secretary of Internal Affairs shall assist the Governor and Assembly by providing the necessary data.

Section Four: Future Budgets
1. Future budgets will be able to build off of previous budgets when applicable. Additional revenues and expenditures may be added to or removed from the budget via line-item.

Are state populations and revenues per state going to be included in budgets?  Just because that's what the last budget included.

Also, we might want to include tax deductions for section one.

I agree we should include tax deductions if an amendment is offered by a Representative I preemptively consider it friendly. The state by state details seem tedious and unnecessary. I would rather focus on the parts that matter (contrasted with what appears to be purely aesthetic). If the honorable Senator would lime to chime in regarding previous budgets (Andrew!) I would appreciate the input. I also hope that Representatives make contribution to the debate so we can get this flawless the first time.

First, a question: Does the "municipal governments" category refers to all funding provided directly to municipal governments, including grants?

Third, I don't see any  need for state-by-state details. I would vote for the bill as it stands, but if any changes should be made to the governor's proposal,  they should focus on making this process less tedious. I am sure that "fun" will emerge from the debate over details anyway, assuming  an active Assembly.

I believe for purposes of this simulation, the budget, revenues, expenditures, should be kept as simple and straight forward as possible.

Future Governors may not always have the inclination or the desire to produce a detailed budget.

I agree Representative. I am hopeful that by laying a firm foundation here, budget details can be made easier on guyed governors while maintaining functionality. We must be effective but not excessively complicating with this process.

No vote is required. I forgot to include it in the final bill. I've edited the post, and as no votes have been cast other than my own (and I believed that I was voting on the bill with the amendment included), my oversight shouldn't be an issue.
