No surprise, more places than not have increased poverty rates.  Lots of places hit hard - I think Mulheur OR is the worst.  however some already poor areas, like along the Mississippi and the coal region of WV/KY, saw decreases in poverty.

If you are using the data to say how many people are poor, then yes, it's not very accurate.  But if you are looking at the direction and magnitude of changes in the rate, I would think that would tell you something.
