Hold on, Mr. Governor. Why did the spending/revenue numbers change on me? They were at $163M each, now they're at $205M of spending and $195M of revenue. Did we find any more insatiable money pits?

The federal contribution for education is $12 billion for elementary and secondary, and $9.5 billion for higher ed.

Nix, it sounds like you have found some good sources, but for some reason the income tax figures look like they're quite a bit less (maybe half) of I would expect.
Don't forget to add in pension spending.

I have the GDP of the region at 3.2 trillion. Is that what you have?

The site I've been using has pensions listed as a separate category, so that's what I was going from, Organize it  however you want - just remember it's a major part of the budget.

Before you consider a surplus, I'd suggest taking another look to make sure your spending is at an adequate level.

Here are RL figures for major spending for all NE states combined:
Pensions:  37 billion
Education (state level funding only, incl. higher education): 44 billion
Public Safety: 21.6 billion
Transportation: 31.1 billion
(Health care is another major area, but with the national healthcare program there is less need for it in the regions except for public health)

There may be money to be saved in these areas, but greatly reducing spending quickly will have consequences.

I'll take another look at the budget document that's served as my primary source. Are your figures for public safety and transportation for state-level spending only?
Yes.
I looked at this website, and added the figures for these categories from each state in the region.

If we do have a $33.5 billion surplus, then I'd just like to state two things:

1. Why exactly is this bad?

2. If you're aiming to reduce it, we can afford to lower the sales tax to about 2.5% and still be in the black.

Bumping this.  We have to get to work real soon.

I'm actually going to bed this time Tongue, so we can start getting ideas down tomorrow.  I have some ideas for reducing the debt/getting us to a surplus, but I'm probably going to propose them as a separate bill in the future.

As it seems to be the trend around here, I'm also willing to serve on the committee.  Personally, I feel it's the assembly role to choose its members, but I'm not aware of the process that was used last time.

Nix suggested that we just have this thread as a place for everyone to discuss the budget.  There's apparently no protocol for selecting members, and I don't see a problem with including everyone in this process.  It's just better for us to have a separate thread for this issue because the budget usually takes more than three days to write and debate.  So, I guess we'll take things from there.

I'd appreciate input from everyone on this, though -- including bore.

Thank you, Nix.  There's no limitation on how many members can serve on the Committee, so I don't see why we can't get everyone involved, anyway.  Still, this will all have to be decided after we elect the Speaker.

Okay, guys.

To start us off, here's the last budget we passed.  As you all know, the Constitution requires that the budget be balanced except for in times of emergency.  The Northeast is not experiencing an economic crisis right now, so I think we ought to honor that provision of our Constitution and pass it balanced.

I don't really have a problem with what we've got now, but Governor Tmthforu94 of the Mideast suggested to me privately that we reduce the gas tax.  I don't have a huge problem with that, but I made an earlier proposal in my campaign to raise the top income tax rate by a modest 1%.  That could possibly make up for any revenue we lose from the reduced gas tax.  What do you guys think?
