Spending under Obama increasing at lowest pace since Eisenhower's administration

The main flaw with Keynesian economics is not the deficit spending during economic downturns, its in the surpluses that are built up during economic upturns.  The upturns happen, but the surpluses almost never happen because the politicians insist on either increasing spending or cutting taxes rather than building a surplus for future use.
