Nyes. Or 5 to 2 if you're in the UK. It's just a question of phrasing. The way such odds are expressed in Germany, that's 3.5.

Italy has to win in 90 minutes plus additional time though, so I get my win (3-way bet).

In the 2-way bet incl. overtimes plus penalty, the quota would have been much lower (1.8 or so for Italy and about 1.3 for Spain).

Their first performance against Spain was actually pretty great, that's true. But the performance against England was pretty poor. They should have won that comfortably but England survived to penalties.
