The Northeast Region Gambling Benefits Act

All casinos and establishments engaged in gambling practices in the Northeast Region shall turn over 90% of their earnings to the Northeast Region government.

The proceeds will be used for programs benefitting the people of the Northeast Region.

Gambling, alcohol, tobacco, and drug addiction recovery programs.

Gambling, alcohol, tobacco, and drug education programs designed to educate citizens, in particular youth and young adults, on the harmful effects of gambling, alcohol, tobacco, and drug use.

As the passage of this bill would amount to a de facto ban on gambling in the Northeast, this proposal is a non-starter.

The only acceptable alternative should be a percentage of tax revenue that comes from casinos, going to the described program.

I can see this bill in its' present form lacks support, therefore, based on the input from former Speaker Cincinnatus, I propose the following amendment:

25% of all tax revenues received from casinos and from any other form of gambling in the Northeast Region go into gambling, alcohol, tobacco, and drug addiction revovery programs and into gambling, alcohol, tobacco, and drug education programs designed to educate Northeast citizens, in particular youth and young adults, on the harmful effects of gambling, alcohol, toacco, and drug use.
