He also tacitly admitted that he's too moderate for the base. Hence "Things have changed since 2006, or when I last ran in 2002." I like Jeb but not the guy I'd (hypothetically) vote for in an open 2016 primary.

Bush has always been good on fiscal issues from a base perspective. (Just read his CATO reports as governor) But like Romney he'd need to court them and take heed of their opinions. He'd be doomed in a GE because of his last name.

That said, I doubt Bush is running for office again. He had 3 opportunities to run for Senate (2006, 2010, 2012) and declined each of them, plus this latest presidential race. An open GOP 2016 cycle will see the Boomers hand over to the Xers.
