As one might guess based on the multiple anachronisms, that's not an actual Jefferson quote (that and the fact that Jefferson favored the private issuance of currency).  It's also completely irrelevant to the idiotic proposition in the OP (banks should not only be bailed out, but also nationalized!  "Public utilities," especially banks, are among the most frequently failing and bailed-out institutions, so of course that males sense!).

Agreed with the logical conclusion ,disagree with the preposition that banks are too big to fail from a Scandanavian Laissez Faire market structure position.
