Nixon for brazingly breaking the law, and engaging in dirty tricks and law breaking for years.. followed by Bush, Reagan, Clinton for bad policy and some lawbreaking (deregulation, NAFTA, Iran contra, Iraq war, torture etc.) Then Obama for bad policy.  LBJ on other hand gets bad rap as does Carter.
