Paternos seek appeal. NCAA says they can't. NCAA bylaws say they can

And it was rejected, within 48 hours.  There was a lack of standing.

Paterno was not "named" in the consent decree.  His name was mentioned, as was Freeh's, but he wasn't actually penalized.

Actually, the Freeh report was quite damning.  At the very least, Paterno, presuming he was not senile, at the very least acquiesced  to the coverup, in 2001.

You call being stripped of multiple seasons of victories not a penalty? That's a penalty on Paterno personally thus his family has standing to appeal.

Technically, Penn State was stripped of the victories.
