His name was mentioned thus his family has standing. Also the Penn State trustees have issued an appeal as well.

Well, to have standing in an appeal, you have to be a party to the decision.
For the NCAA, I assume than the two parties are the NCAA and Penn State.

At best, they can try to sue the NCAA for libelling them in their decision.
