Actually, no, no that is in fact a surprise. I'd be immensely interested to see what metrics and definitions the National Journal is using here.

Mitch McConnell more conservative than Marco Rubio? CMR more conservative than Paul Ryan? Bob Casey to Bernie Sanders' left? Something is seriously effed up with their methodology.
