I think it was a regional realignment, if not a national one.

I think the period from 1994-2000 was. If you look at the electoral maps broken down by county, you'll see that the urban areas largely recovered from the Gingrich revolution, while the rural areas didn't.

I wish I had saved Philip's great posts debunking "realignment theory". Maybe I'll search for them sometime.
