Because of Senate rules, it's easier to propose new legislation as an amendment to existing legislation, especially if that existing legislation is being reauthorized and especially if the Senator proposing it is a member of the minority party.  TARP, for example, is an amendment to nursing home regulations.

Both Chambers should both pass bills saying"One bill, One Subject" at a time. Putting riders in bills drives me crazy. Its kind of the same "nutty thing" with pork barrel spending and projects that were authored for politicians in their states/districts. You didn't know for a number of years what politician was giving money for projects in their states because the names of those politicians didn't have to be disclosed. Now they do of course.

Rand's craziness actually got Reid pretty upset. And Reid has a pretty anti-abortion voting record himself. He just doesn't tack crazy anti-abortion amendments on flood insurance bills.

The only reason why it failed was because it would give fetuses the rights to several things like free speech, and free religion, when they can't talk yet. Everyone knows that's a dumb idea.
