Though 'Safe and Sane' regulations are probably okay. The fact that several Northeastern states actually
ban
fireworks is shocking.

Undecided, mostly because in many states there's a real risk of starting a wildfire when setting off fireworks during the summer.
Also, my family puts on an (illegal) fireworks display every Independence Day. One of my uncles drives to PA and purchases a few thousand dollars worth of fireworks, and they're assembled together on a single fuse. We've had a few incidents... It's a bit surprising that there has never been a major injury.

Horrible Laws. Minnesota's are pretty restricted but around here at least basically ignored, people shooting off fireworks for the past month and no doubt the next few days was a very common sound/sight. Hence my annoyance with Dayton for vetoing the bill to loosen them, there's no point in just having a pointless and not very enforceable law.

You haven't lived until you've had a good fireworks war with bottle rockets and roman candles. Bottle rockets hurt more, but roman candle fire balls are far scarier.
As for the OP, HL of course. Thankfully I've always lived in or near a state with liberal firework laws.

Horrible laws, and you'll be happy to know that large swathes of Massachusetts essentially ignore them as a Boston-area imposition on our FREEDOM.jpg, particularly Cape Cod and places like Franklin/northern Worcester Counties.

But if you are in the middle of nowhere, they are HLs, and all of the states that ban fireworks outright do in fact have remote areas in them, even New Jersey (okay, Rhode Island is iffy, but it's not entirely Providence). Fireworks should be restricted locally or covered by other laws about hazards and nuisance.
