who's down?  there is the indelible mark of Gerald Ford to contend with, in the 70s where all should have realized the post-War apartheid cross-class alliance was not built to last, but now we're here.

so we write them a check.  how do we condition this check?  surely there will be those that want to follow the old formula, a facsimile of the Eurozone: a check in exchange for 'cuts'.  but we are Atlas Forum, we can be better, more imaginative.

Chapter 9 bankruptcy is the proper venue for bankrupt cities, not Federal largess that we can't afford anyway.

Dude, someone has to pay the piper.  I'd prefer it if it were the people who enjoyed the music while it lasted.  Also I do not care for the Federal government stepping to let State and local politicians boast that they are keeping taxes low and balancing the budget while adding to the Federal debt.  In addition,transfer payments from the Federal government to State and local governments generally need to stop  Either completely Federalize the program or let the States deal with it themselves including both the funding and the spending.

Print it, and send it out in bales to Kalamazoo and Bald Knob, let the good people get it spent, and all will be well.  Let the county sheriff grease things a little like in the old days, too - things were better then.  If you know what I mean.

Ernest is correct. Federal support ( for failing localities) without Federal control is quintessential moral hazard. Federal support with Federal control would render the local government meaningless. Federal support for certain programs regardless of the locality's fiscal condition may not pose a moral hazard if it is given without regard to any undesirable actions the locality may take.

Of course, the second problem is simply having far too many employees, such as the United States as a whole having massive number of local education employees.
