On December 9, 2010, Manchin was the sole Democrat to vote against cloture for the 2011 National Defense Authorization Act, which contained a provision to repeal Don't Ask, Don't Tell. In an interview with The Associated Press, Manchin cited the advice of retired military chaplains as a basis for his decision to vote against repeal.[40] He also indicated he wanted more time to "hear the full range of viewpoints from the citizens of West Virginia."[41] A day later, he was publicly criticized at a gay rights rally for his position on the bill.[42] On December 18, 2010, Manchin was not present for the vote to repeal "Don't Ask, Don't Tell," and the vote on the DREAM Act, regarding immigration.
