I'm pretty sure this is what's used in states that have female governors (states also have First Whatevers), so yeah.

It gets interesting with tickets with gays and/or singles. If the Pres is a gay man and the VP is a straight man, the Second Lady would technically be the First Lady. Wink

Yes, in the sense that she performed the social duties of the First Lady. Thomas Jefferson was a Widower, and during his presidency either his daughters or Dolly Madison, wife of James Madison, Jefferson's Secretary of State, would act as White House hostess.

I don't believe "Second Lady" is too commonly used.  Al Gore's future ex-wife complained, humorously, that in introductions it was:

"The President of the United States, the First Lady, the Vice President of the United States, and Tipper Gore."

First Lady/Gentleman is more of a social title, technically informal.  Even a social letter would be address as:

The President and Mrs. Obama
