Well, he's referring to the immediate future (although, yes, scenario 2 actually occurred in the 19th century). I would say scenario 2 is still likelier.

Off the top of my head, I can think of:
Lindsey Graham
Herb Kohl
Janet Napolitano
Condoleezza Rice
Any others? I'm sure there must be quite a few.

Option 1. Those in Option 2 will lose too many votes from those who suspect they are secretly gay. Some votes will be lost for being gay, other votes will be lost for not having the courage to come out.
