AN AMENDMENT
To protect Atlasian citizens from compulsory conscription by requiring four-fiths approval of the Senate for its enactment.
Be it enacted by 2/3 of the Senate of the Republic of Atlasia assembled.
SECTION 1. TITLE
This act may be cited as the 'Protection From Military Slavery Amendment.’
SECTION 2. CONSTITUTIONAL AMENDMENT
Neither shall the Republic of Atlasia nor any of its constituent regions enforce compulsory conscription upon any citizen, without the consent of four-fifths of the Senate.

Everyone's pretty much made their opinion heard on this issue, so I'm just going to cut to the chase.
Though I am still vehemently opposed to conscription under any circumstances, I realized that the safest and most effective way of preventing it would be if a compromise on the issue were reached. The amendment, if passed, would lessen the chances of coercive military service from ever seeing the light of day without completely writing it off our books. I am hopeful that with this, both sides of the conscription debate will finally reach an agreement, and young Atlasians will be safer from conscription being enacted with this amendment in place than without anything at all.

I respect your efforts towards compromise, Scott- but the title of this legislation is offensive and radical... I can not stand for our military- which has done more then any force in world history to combat slavery- being referenced next to that word
I won't tell you how to name your legislation...but under this name this bill will not have my support. I know you do not intend to offend,,...if you would amend the bill to the title I could support that and consider this legislation without the specter of this title

I think this is a common sense compromise. Hopefully with this amendment, conscription will only be used in the most extreme of circumstances.

I appreciate your willingness to change the name....I support that amendment
My single concern with this amendment is that the difference between the new status quo and a ban on conscription becomes smaller... the jump becomes easier. My question to you is- do you believe this is an interim or an end?

I would like this to settle the dispute, entirely. I will abstain from introducing any new anti-conscription legislation if this passes, and I'd encourage folks on my side of the issue to do the same.

I have no intention of compromising on this issue, and I would point out that the Senate could still conscript with less than 4/5 support by simply passing a new constitutional amendment. If we are going to require a 2/3 majority to conscript, it may as well be to overturn its full abolition. I might vote aye but will not give up.

If the Senate tried that the people would still have to vote in favor as well. As Commander in Chief, I favor the adoption of this amendment and will be asking Secretary of External Afairrs Kalwejt to issue a report to this Senate detailing the potential outcomes of this policy change.
