Thein Sein could be argued to be tough as hes managed not to be couped by hardliners yet too I suppose.

OK, I have focused on toughness as tenacity or tough guy attitudes. Dos Santos has held on to power for even longer than Mugabe and is a true survivor.
Liberalizers are more smooth operators than tough guys in my book.

A very tough guy, but not quite as ruthless as al Bashir and hasn't been in power as long as dos Santos.
Kagame is the junior in this company, but his de facto conquest of gigantic Eastern Congo and reestablishment of Tutsi hegemony in a country almost devoid of native Tutsis makes him a personal favorite of mine. He is the quintessential hard as nails survivor IMO.
