I was initially going to vote for this, but Sbane raises a valid point.  How can we just deliberately say we're going to investigate FoxConn plants without opening talks with China about this?

Part of investigating the plants is opening the dialogue with China.

Right. It isn't the Senate's role to open talks with China, or any other nation. That responsibility lies with the executive branch. This law can be executed as written, and I believe it should. There is nothing wrong with an investigation.
