The Pacific Defence Forces, Pacific National Guard, and Pacific Police Force are temporarily integrated into a Integrated Regional Defence Force (IRDF) for operational purposes, under the control of the Special Anti-terrorism Operations Command (SAOC).

The IRDF is on the move!

I suppose the Pacific Governor has pardon authority for REGIONAL crimes, if the Pacific Constitution so ordains.  But he can't pardon for federal crimes.  That's up to the President.
