If a state wanted to give up Congressional representative and electoral votes in order to not pay income taxes anymore, should it have that right?

Yes and No.

Yes, because every state has a right to determine its destiny. But every region, including Puerto Rico, should share the same burden in taxes.

It's ridiculous. The whole territory status makes no sense unless the region has near-zero inhabitants.

Why would a state even want to revert back to a territory?

No.

Why would a state even want to revert back to a territory?

To avoid paying income taxes.

I thought residents of Puerto Rico and other territories had to pay income taxes.

They pay taxes on payroll, but not on income, unless they're federal employees.

The entire concept of statehood is idiotic.  "One country, under God" not "several countries, with distinct laws".
