First off, remove the highlighting of the section I added, which is now in the current text, and instead highly the changes you are making.

Then if you could label it as Amendment introduce/offered/proposed/ or just state "I offer this amendment", then I could move forward with the process. Every text is not an amendment, even if every amendment is a text.

I would prefer it to be funded and have a time sunset but we'll monitor what the SoIA and GM say about it and reform it as we go if needed. That is how these things are suppose to work.
