Without the question, it would have been a great picture for the Romney campaign.  But the smarmy question turns it into typical political dickery.

Looks more like the author is wellmeaning and trying not to be racist or condescending but doesn't know how because he's never been allowed by his parents to talk to a scary Black person in real life.

Mormonism isn't blatantly racist.  That picture says it all.  Some of the founders of Mormonism may have said some racist things, but that doesn't make all Mormons racist.  This picture is just further proof of that.

Pretty poor in tact, but not particularly terrible considering the hint of truth to it. It's not as though the Democrats are doing any better for blacks anyway, so it's basically just stupidity. This picture is far more aggressive in its vapidity and ignorance.

I think the difference in record and tone makes the difference. This ad essentially says "my dad knew some blacks, soooo...just vote for me, idiots". Meanwhile Biden's comment reeked of political-speak with some stupid wording to create a moderately offensive comment out of something I'm sure he wasn't even aware of as being quite pertinent for ALL Americans.

It's relevant to note that all men are supposed to serve in the clergy. Now it's merely blatantly sexist.

Have you noticed that no one ever talks about "White voters" as White voters? White voters are just voters but black voters have to be "Black Voters".

Biden's quote had nothing to do with slavery, but whatever, keep taking it out of context and trying to put words in the Vice President's mouth.

As to the OP, I don't think it's racist, but it's rather condescending. Not that it will matter, because Romney will get at most 5% of the black vote, owing more to the fact that he is a Republican than anything else.

That, and the fact that he's running against Obama.  But remember that Biden said it in a community that was about half black and has a history of racial tension.
