For its condescending nature, I'd say it is.
Maybe in that sense, but its just stating facts.

Did either Romney have an issue with the fact that for the first 31 years of Mitt's life he belonged to a blatantly racist religion?
As did Harry Reid and Mo Udall, but I don't see you talking about them.
Mormonism isn't blatantly racist.  That picture says it all.  Some of the founders of Mormonism may have said some racist things, but that doesn't make all Mormons racist.  This picture is just further proof of that.

The issue is not with whatever anybody said but with the Church's position (until 1978) on what, exactly, Black people were.
The Mormon Church's position that was repealed in 1978 just barred blacks from serving as clergy.

That's condescending and racist but "they'll put y'all back in chains" isn't?

Biden's quote had nothing to do with slavery, but whatever, keep taking it out of context and trying to put words in the Vice President's mouth.

As to the OP, I don't think it's racist, but it's rather condescending. Not that it will matter, because Romney will get at most 5% of the black vote, owing more to the fact that he is a Republican than anything else.
That, and the fact that he's running against Obama.  But remember that Biden said it in a community that was about half black and has a history of racial tension.
