ID, KS, WY are all excellent choices. In terms of being consistently strongly GOP, I'd say Utah (one of 2 states to vote for Taft in 1912; Ford's best state in '76, most GOP state in 80-84-88-04-12. 1932-48 were of course an exception. The most conservative state, however, I believe is a state that had voted Republican only 3 times from 1932-1996, and that until recently was considered safe D at the Presidential and Senate level: West Virginia.
