If I'm right, it'd be pre-Lincoln. Depending on your definition, I'd say Buchanan.

That was after he left office, though.

I fail to see any reasonable definition by which the answer is not James Polk, unless you demand "long hair" to be something that would be considered long hair even in a woman, in which case the answer is that there never has been one.
