A BILL

To promote the interests of the Northeast Region through the development of a new capital section in the city of Buffalo, New York.

SECTION 1. TITLE

This legislation may be cited as the ‘Capital Act of 2012.’

SECTION 2. APPROPRIATIONS

1.) The Northeast Government is hereby charged with the responsibility of developing a new section of Buffalo for the purpose of capital relocation.

2.) This city section shall be funded using monies from a budget surplus.

3.) $15 billion of Building Bonds shall be issued to fund construction in the case of the diminution of the budget surplus.

SECTION 3. DEVELOPMENT AND CONSTRUCTION OF NEW CITY SECTION

1.) The new city section shall be designed in accordance with the ideals of New Urbanism as explicated in the New Urbanist Manifesto.

2.) The construction and administration of the capital shall be charged to an Administrator of the city section, appointed by the governor and confirmed by the Assembly. The Administrator shall have the duty of supervising the planning, construction, and running of the city section until its completion.

3.) The design and naming of the city section shall be approved by the Assembly.

4.) This city section shall be rendered fit for habitation and occupation by the Assembly and Governor in no more than one year.

5.) Upon completion, the new city section shall be within the boundaries and jurisdiction of the city government.

SECTION 4. BUSINESS INCENTIVE

Businesses that start or expand in the city section shall be granted a 50% cut in the regional sales tax.

SECTION 5. REPEAL OF THE CAPITAL REFERENDUM ACT

The Capital Referendum Act of 2012 is hereby repealed.

I announed my support for moving the capital to Buffalo during my first campaign for the Assembly. There are numerous reasons why I support moving to Buffalo:

1.) A referendum takes too long. We should act decisive on this issue, and this bill is the best way to acheive that.

2.) Buffalo would bring an influx of new jobs to the city. Our current capital, New York City, is large enough to not need to be the host of our capital.

3.) A move to Buffalo would put more of the spotlight on our western borders, which has continously been ignored. A new capital would bring tons of jobs, tourism, and money into the western half of the Northeast.

I endorse the changes made by Governor Nix in this bill and I hope to see it pass.  If Goldwater's on board with this, then I think you guys can pass it with Simfan's absence.

As I indicated in the debates, I did and still do support Buffalo, but I'm slightly concerned about the sales tax cut- how much is deemed an expansion?, what will this do for non retail businesses? Perhaps a partial solution would be making it a time limited - for a decade - cut, for every business operating in the area.

'Expansion' pertains to, in my interpretation, a chain-type business opening up a new establishment in the city (i.e. McDonalds wants to build a new restaurant in the city section).  I don't see how non-retail businesses would be treated any differently; if one opens in the city section, it will receive a sales tax cut.

Though 50% is a pretty generous cut, so I think a time limit on this measure is most appropriate.

Hey, has anyone figured out what we're going to do with the stuff from the old capital?

How about we amend the bill to authorize that the old capitol be auctioned off and then use the money to cover the cost of new building?

The Northeast Assembly: Always in agreement on every issue. If we're not, we kick the offenders out and hire new people who do what we say!
