I remember there was also talk of some kind of mechanism for removing inactive voters from the list.  I forget what exactly was decided then. This is all just so that we have a better idea of exactly who you're governing!

Also, I don't think there's a mechanism in the constitution for exactly how amendments are to be passed; i.e. by what percentage of the population.  Is this up to the governor to decide each time?


(I somehow managed to type the word 'mechanism' twice in a single post.  Go me!)
