Great! Thanks! What if you include those areas completely enclosed by one player's counties?

I also suspect that at the end of the day, I'll have the blackest nation, and Spamage's will be by far the most Hispanic. But as for the whitest, not sure. Probably bgwah's.

Even if there are literally no more non-looped counties for a person to fill? For example, Gass has no where to go but uncontested counties that he would get anyway. I'd have no problem with him just coming in and saying "I'm done, fill me in." I don't want to speak for everyone though... just seems kind of tedious for him to have to keep coming back.

I'll go with whatever is decided though.
