Capital Must Stay Act

Whereas the City of New York is the greatest cultural beacon of the world, and whereas New York City is the most culturally, ethnically, linguistically, religiously, and holistically diverse city in the world, and whereas New York City has been the capital of the Northeast, and a cross-section of all Atlasia for centuries, I hereby submit the Capital Must Stay Act of 2012.  New York City represents diversity, culture, and beauty; it represents all the great people that make up our great nation.

Under this Act:

The capital of the Northeast would remain in New York City.

Sponsor: Jerseyrules (again)

Jersey, if you don't advocate for this bill within 24 hours I'll table it and, if legal, I will not introduce your other bills in the queue. I had to skip over Bore's bill for this, and I'd appreciate if you actually did something.

He isn't a Representative any longer so this bill could be ignored.

The bill has been introduced and will be brought to the floor for debate once we finish with the TML,ATJ Act, Mr. Governor.

Not by my reading of the SOAP - instead, his bills are re-directed to legislative slot #1 and given top priority.

Hey, I wrote this SOAP. Citizen legislation requires two signatures to be moved to the floor.

Strongly opposed, for reasons that should be obvious by now.

I only see reference to petitioning processes for recalls and referendums in Article IV. Am I missing something?

Hey, I wrote the Constitution! Wink Tongue

Check Article I. The reason it is there as opposed to the SOAP is so that the legislature cannot just change the rules to block legislation from the people and silencing them. It isn't on Article IV because it is specific to the functions of the Legislative Assembly. Smiley

Does "two citizen signatures" mean "two including the original sponsor" or "the original sponsor and two others"?

Jersey, you didn't advocate for the bill, so I'm tabling it. Further discussion of the SOAP thing appears to be warranted, so I'm not locking the thread.

Edit: Nope, I'm locking it.
