probably Taft, though w/o hindsight possibly Wilson.  Wilson seemed at some times to want to devolve power (both corporate and political) and other times to want to concentrate it in government (esp. executive) so I'm not sure how I would have perceived him at the time.

I love how all these "progressive leftists" are perfectly okay with supporting an imperialistic jingoistic warmonger.
So's Wilson, and Debs would be throwing my vote away.

Wilson couldn't have been considered a warmonger in 1912, and for all his faults related to WW1 his approach was anything but imperialistic.
